Albuquerque Bilingual Academy Center Title I Part A
The Every Student Succeeds Act (ESSA) was passed by the U.S. Congress late last year and signed into law on December 10, 2015. The ESSA replaces the No Child Left Behind Act (NCLB) and is the latest reauthorization of the Elementary and Secondary Education Act (ESEA).
Although NCLB was designed to make changes in teaching and learning in order to increase students’ academic achievement, the Highly Qualified Teacher (HQT) provision under NCLB was eliminated from the ESSA. Despite this fact, all educators in New Mexico still are required to hold the appropriate state certificate/license for their given position.
Under the ESSA, all schools receiving Title I funds must inform parents of several important aspects of our program. The notifications are included below. Please remember that you, as an ABA parent/guardian, may request additional information from the school at any time. You may also request copies of notifications that have been lost of misplaced.

Parents' Right to Know Student Achievement
The Every Student Succeeds Act (ESSA), which was signed into law in December 2015 and reauthorizes the Elementary and Secondary Education Act of 1956 (ESEA), includes additional right-to- know requests. At any time parents and family members can request:
- Information on policies regarding student participation in assessments and procedures for opting out, and
- Information on required assessments that include:
— subject matter tested,
— purpose of the test,
— source of the requirement (if applicable),
— amount of time it takes students to complete the test, and
— time and format of disseminating results.
- INDIVIDUAL STUDENT PROGRESS IS SHARED AT THE BEGINNING OF EACH SCHOOL YEAR AND DURING EACH PARENT TEACHER CONFERENCE MEETING. YOU MAY REQUEST ADDITIONAL COPIES OF STUDENT REPORTS THROUGH YOUR STUDENT'S TEACHER(S).
Parents' Right to Know Non-Highly Qualified Teachers
Individual notifications have been sent out to the parents of students who have received instruction from teachers that do not meet highly-qualified requirements in the core subject they teach.
